Just about all traditional colleges (including community colleges) and universities offer some online classes. It’s best to steer clear of those online, for-profit schools (though may have ‘brick and mortar’ campuses and may be ‘accredited’) such as penn foster, excelsior, devry, university of phoenix, capella, ashworth, high tech, argosy, sanford brown, everest, remington, ITT tech, kaplan, ashwood, walden, ashford, colorado tech, keiser and others as they are merely out to ‘make a profit’ (and course credits may NOT transfer to other schools): http://www.ripoffreport.com and can search.

    For US colleges: http://www.utexas.edu/world/univ

There are none – don’t waste your time or money.
When my various clients over the years got an application with U of Phoenix or one of the other online colleges, they just trashed them.

If you absolutely must study online, the following non-profit schools are among the best and cheapest:

    Athabasca U
    Excelsior College
    Western Governors U

You should have given the complete details of the degree you are interested in, so that the answer could be more specific. Anyways if you are looking for accredited US universities, the page here http://www.thedegreeexperts.com/online-college.aspx may help you as it lists the online accredited universities along with an option to contact them.
You should contact the university authority regarding tuition fee, because some universities provides financial aid to students.
